Has it sunk in yet? Has the penny dropped? The Tsim Sha Tsui waterfront promenade will be closed for three years for a facelift to attract more tourists. That means you cannot jog along the promenade for three years or bring your overseas friends there to enjoy Hong Kong's spectacular (beautiful, breathtaking) harbor view (harbour in British English). The Tsim Sha Tsui promenade is the best place to watch the Lunar New Year and National Day fireworks but you cannot do it for three years. I am shocked the Town Planning Board agreed to a plan by the government and New World Development to close the promenade for so long without a detailed public consultation.
If something has sunk in, it means it has been fully understood. If you do not fully understand a complicated matter, you can say it has not sunk in. If you say the penny has dropped, it means you have finally understood or realized something that you had not realized before. Many Hong Kong people do not realize or understand that they will be unable to watch the fireworks from the Tsim Sha Tsui promenade for three years. The penny has not dropped. It is a British expression. A promenade is a waterfront path for people to walk and enjoy. A facelift is a cosmetic surgery to make the face look better. But a facelift can also mean improving the appearance and services of a place. MTR stations often have facelifts.
The Town Planning Board received 348 opinions from the public about the facelift. Over 90 percent opposed the facelift. Why did the board ignore the people's voice? I hope the board's decision is not a fait accompli. The expression "fait accompli" is a French expression that is now commonly used by English speakers. It means something that has already happened or been decided on and cannot be changed. Maybe someone will file a judicial review against the board's decision. A judicial review is a procedure that allows a court to review a decision by the government or public organization such as the Town Planning Board and decide if it was correct.
事情被透徹明白（sunk in）了嗎？大家恍然大悟（the penny dropped）了嗎？尖沙咀海濱長廊（promenade）將會關閉三年進行大翻新（facelift），以吸引更多遊客。也即是說，你未來三年也不能在長廊（promenade）上緩步跑，又或帶你的海外朋友到此觀賞香港壯觀（spectacular）的維港景色。尖沙咀長廊（promenade）是觀賞農曆新年和國慶煙花匯演的最佳地點，但你卻有三年用不上。我很驚訝城市規劃委員會沒有經過詳盡的公眾諮詢，便同意政府與新世界發展將長廊（promenade）關閉三年的計劃。
若某事被 sunk in，即是說它被完全吸收、明白。若你不完全明白一件複雜的事情，你便可以說 it has not sunk in。若你說 the penny has dropped，即是說你終於明白了，現在恍然大悟。許多香港人也未能理解或明白，將有三年時間不能在尖沙咀長廊（promenade）那裏觀賞煙花，以英式習語來說正是 the penny has not dropped。Promenade 就是海旁的步道，讓人漫步享受的。 Facelift 是整容手術，但它也可解作改建或翻新某地方的外觀或設施。港鐵站就常常有翻新工程（facelifts）。
