  Hong Kong will go to the polls on November 22 for the district council elections. To “go to the polls” means to vote in an election. Most countries have booths (tiny temporary rooms) at polling stations where voters can vote in private. These are called polling booths. Even though Hong Kong will go to the polls on November 22, the electronic media will not interview any candidates and will give only scant (minimal, very little) coverage to the elections. The term “electronic media” is used when referring to radio and television. Print media refers to newspapers and magazines.

  The electronic media’s hands are tied by brainless (stupid, idiotic) election rules. That’s why the electronic media won’t interview any candidates. If your hands are tied, it means you are not allowed to freely do what you want. The Electoral Affairs Commission (EAC) has tied the hands of the electronic media with brainless rules on how to cover elections. The EAC’s brainless rule requires the electronic media to give equal exposure to all candidates. To give equal exposure means to give exactly the same air-time to all candidates in a constituency. That means even if I invite, for example, candidate Junius Ho Kwan-yiu to my TV show to talk about his appointment to the Lingnan University Council and not about the election, I must still invite all other candidates from his constituency.

  Hundreds of candidates are competing in the election. Some constituencies have many candidates. It is impossible to give them all equal exposure. The same rule applies to Legislative Council elections. The US and Britain do not have such dumb-ass (American slang for brainless) rules. US TV stations are free to interview Donald Trump without having to interview all other Republican Party candidates running for president. Equal exposure is given to all candidates only during televised debates. The EAC’s dumb-ass rule interferes with media freedom. It forces the media to give equal exposure to candidates who have no chance of winning. Voters lose if the electronic media gives scant coverage to the elections because they won’t fully know the election platforms of the candidates.

  香港將於十一月二十二日就區議會選舉投票(go to the polls)。To “go to the polls”就是在選舉中投票。大部份國家在投票站都有臨時投票間(booths),讓選民可以私密地投票。這些投票間叫polling booths。雖然香港於十一月二十二日投票(go to the polls),電子傳媒(electronic media)卻不會訪問任何候選人,也只會就選舉做一丁點(scant)的報道。Electronic media主要是指電台和電視;Print media 就是紙媒,即報章和雜誌。

  電子傳媒(electronic media)被愚笨(brainless)的選舉條例綁手綁腳(hands are tied)。因此電子傳媒(electronic media)不能訪問任何候選人。若your hands are tied,即是你不能隨意而行。選舉管理委員會就着如何報道選舉定下愚笨(brainless)的規例,限制了(tied the hands)電子傳媒(electronic media)。選委會的愚蠢(brainless)規例要求電子傳媒(electronic media)給予所有候選人同等的曝光率(equal exposure)。給予equal exposure的意思就是讓該選區的所有候選人都有相同的廣播時間。即是說,假設我邀請何君堯上我的電視節目,談談他被任命為嶺南大學校董而非選舉事宜,我仍必須邀請他選區的其他所有候選人。

  選舉中有數以百計的候選人角逐,有些選區有許多候選人。要給他們同等的曝光率(equal exposure)是不可能的。這個規限於立法會選舉中亦然。美國和英國就沒有這種愚笨之至(dumb-ass,brainless 的美式俚語)的規限。美國電視台可以自由採訪特朗普,而不須訪問其他所有角逐總統的共和黨候選人。只有電視辯論才需要給予所有候選人相同的曝光率(equal exposure)。選委會的愚笨(dumb-ass)規例干預了新聞自由,它迫使傳媒要為一些根本不會勝出的候選人提供相同的曝光率(equal exposure)。若電子媒體(electronic media)只為選舉作少量(scant)的報道,輸的是選民,因為他們未能完全獲知候選人的選舉政綱。中譯:七刻
