Did Home Affairs Secretary Tsang Tak-sing and Civil Service Secretary Paul Tang Kwok-wai jump or were they pushed? There is no need to puzzle over it. It is crystal clear that they were pushed. Speculation is rife that the removal of the two officials by Chief Executive Leung Chun-ying is a clear sign that he intends to run for re-election in 2017. Speculation is also rife that the central government agreed to Leung Chun-ying's request to remove the officials because it wanted to give him a last chance to prove he deserves a second term as chief executive.
The expression“did he jump or was he pushed?” is used when it is unclear if a person voluntarily resigned from a job or if he was forced to resign. The word “puzzle”has several meanings but to “puzzle over” something means to think long and hard about something to try to understand it. When something is crystal clear, it means it is very clear or easily understood. I think it is crystal clear that the two officials didn’t jump but were pushed. This means they were forced to resign. It is not necessary to puzzle over it. The word “rife” means widespread or full of. The expression “speculation is rife” means there is widespread speculation or a lot of speculation.
Everyone is second-guessing if Leung Chun-ying will seek re-election in 2017. To second-guess means to try to predict by guessing what a person will do. I feel there is no need to second-guess if he will seek re-election. It is crystal clear to me that he wants another term as chief executive. I do not believe the central government has warned him he only has two more years to prove he is capable of governing Hong Kong for another term. But I don’t think it is a foregone conclusion that the central government will allow him a second term. The expression “foregone conclusion” means a certainty or something that you know will happen before it has happened. It is the culture of the central government to keep its options (choices) open.
