Carrie Lam Cheng Yuet-ngor will give her maiden policy speech as chief executive in the Legislative Council tomorrow. She became chief executive on July 1, taking over from Leung Chun-ying. Lam Cheng Yuet-ngor has been chief executive for only about three months. She will use her maiden policy speech to spell out her vision and policies for Hong Kong. The word “maiden” means a young woman or an unmarried girl. This meaning of the word was common a long time ago but is rarely used nowadays. The word “maiden” is now commonly used to describe something that is happening for the first time. For example, the Titanic sank on its maiden voyage, which means it sank on its first voyage.
Lam Cheng Yuet-ngor will be giving her first policy speech as chief executive tomorrow. That’s why it is her maiden policy speech. Another word for “maiden” is “inaugural”. A policy speech is a speech that spells out a person’s policies. During colonial rule, Hong Kong’s governors gave a policy speech in Legco every year. Hong Kong’s chief executives continued with this after reunification. American presidents also give a policy speech every year in the US Congress during which they spell out their policies. It is called the State of the Union speech. To spell out something means to explain it clearly and in detail.
Hong Kong’s colonial governors and former chief executives always used their policy speeches to pat themselves on the back for the work they have done. To pat yourself on the back means to boast about yourself or congratulate yourself. They read for several hours from a boring speech, never making eye contact with Legco members or with the TV cameras. To make eye contact means to look directly at a person’s eyes or at something. If Lam Cheng Yuet-ngor doesn’t make eye contact with the TV cameras, it means she is not making eye contact with viewers watching her on TV. I hope she will not read from a boring speech or pat herself on the back. She should copy US presidents who talk to the people by making eye contact with the TV cameras.
