Do you support independence, self-rule, self-determination, autonomy, a high degree of autonomy, or Hong Kong people ruling Hong Kong? These words and expressions have become buzzwords after the Mong Kok riots. The slang word “buzzword” means a word or phrase that is suddenly fashionable for a period of time. The buzzwords that have become fashionable, such as independence and self-determination, are different words but Hong Kong people are sparring (arguing, quarrelling) over their meanings. Last week, I asked Democratic Party chairwoman Emily Lau Wai-hing on my TVB show if she supports independence. She said she does not support independence but supports self-determination.
The Oxford Dictionary defines self-determination as “the process by which a country determines its own statehood and forms its own government”. It defines statehood as “the status of being a recognized independent nation”. If self-determination means deciding your own statehood and if statehood means being recognized as an independent nation, are self-determination and independence the same? The Oxford Dictionary defines independence as self-determination, self-rule, and autonomy. Self-rule is also defined as independence and autonomy. The Oxford Dictionary defines autonomy as a self-governing or independent country. All these definitions show that independence, self-rule, self-determination, and autonomy have very similar meanings.
The word “independence” is, of course, the most sensitive buzzword in Hong Kong nowadays. Many young Hong Kong people say they want independence from China. Buzzwords such as “self-determination” and “self-rule” are less sensitive because people who support self-determination can argue they only want to rule themselves but do not want independence. The Basic Law uses the expressions “Hong Kong people ruling Hong Kong” with a “high degree of autonomy”. There is a clear difference between these expressions and words such as “self-rule” and “autonomy”. A “high degree of autonomy” means a lot of autonomy but not full autonomy. Hong Kong people ruling Hong Kong with a high degree of autonomy, therefore, means the Basic Law allows Hong Kong people to rule themselves with a lot of autonomy but not full autonomy. Is Hong Kong people ruling themselves with a high degree of autonomy the same as self-determination? Different people will have different opinions.

牛津字典將 self-determination定義為「一個國家決定自己的獨立國家地位（statehood）以及籌組自己政府的過程」。它將statehood 定義為「被承認為一獨立（independent）國家的狀態」。若 self-determination 解作決定你自己的statehood，而 statehood 解作被承認為一個獨立（independence）的國家，那麼self-determination 與independence 是一樣的嗎？牛津字典將independence 定義為self-determination、self-rule 和autonomy；self-rule 也被定義為independence 和autonomy；同時autonomy 則被定義為自治或獨立（independent）的國家。所有的定義顯示independence、self-rule、self-determination 和autonomy 有着非常類近的意思。
Independence 這個字，當然是今日香港最敏感的流行語（buzzword）。許多香港年輕人也說要香港脫離中國獨立（independence）。流行語（buzzwords）如self-determination 和self-rule 則沒那麼敏感，因為支持自決（self-determination）的人可以反駁說，他們只是想自己管治自己，而不是想獨立（independence）。基本法用上習語「港人治港」（“Hong Kong people ruling Hong Kong”）和「高度自治」（“high degree of autonomy”）。這些習語和字詞與“self-rule”和“autonomy”有很大的差異。A “high degree of autonomy”意即有很大程度的自治（autonomy），但非完全的自治（autonomy）。因此，港人治港（Hong Kong people ruling Hong Kong）與高度自治（high degree of autonomy）意味着，基本法容許香港人享有相當多的自治權（autonomy）但非全盤自治（autonomy）。港人治港（Hong Kong people ruling Hong Kong）與高度自治（high degree of autonomy）跟自決（self-determination）又是否一樣？不同的人自有不同的見解。
