  Almost every day I receive phone calls that make me very angry. I often receive two or three such calls a day and even more on weekends. They are cold calls from telemarketers. Cold calls are phone calls from people you don't know who call you without your permission. Most cold calls are from people who want to sell you things. People who make cold calls to sell you things on the telephone are called telemarketers. As a journalist, I get many phone calls a day. I have to answer them, even from callers who are not on my mobile phone contact list, because government departments and other organizations sometimes call to give me information I have asked for.

  I get incensed (very angry) when I am waiting for a government department or an organization to call me back with information I have asked for but when my phone rings it is from a telemarketer. Most telemarketers don't hang up even when they know from the ring tone that I am not in Hong Kong. Answering these cold calls costs me money because I have to pay roaming charges. That's why I detest (hate, loathe) telemarketers. I always hang up angrily when I get cold calls from telemarketers. A new government survey showed that 96 percent of people hate cold calls and 86 percent want tougher regulations against telemarketers.

  The government said it will hold a public consultation on tougher laws against telemarketers. This shows the government has no guts and wants to delay taking action with another public consultation even though most people have already said they detest cold calls. The government is worried that tougher laws against cold calls will make thousands of telemarketers jobless. This is a puerile (childish, silly) argument. Telemarketers can find other jobs. Their right to a job should not take away my right to privacy. My right not to receive unwanted cold calls should not be regarded as less important than the rights of telemarketers. All other developed societies passed tough laws against cold calls many years ago. Our government should have the guts to do the same.

  我差不多每天也收到一些來電,令我非常憤怒。我通常一天收到兩、三個這樣的電話,周末更多。這些都是來自電話推銷員(telemarketers)的推銷電話(cold calls)。Cold calls就是你不認識的人,未經准許便打電話給你。大部份cold calls都是向你推銷產品。給你打推銷電話(cold calls)、向你推銷商品的人就叫作 telemarketers。身為新聞工作者,我一天都會收到許多電話。我必須接聽,即使來電不在我的電話名單之上,因為政府部門或其他機構有時也會打電話來,就我垂詢的範圍提供資料。

  當我等待政府部門或某機構就我的查詢回電時,電話響起卻是電話推銷員(telemarketers)的來電,就令我勃然大怒(incensed)。大部份的電話推銷員(telemarketers)都不會掛掉電話,即使他們從電話響號中得知我並非身處香港。接聽這些cold calls 會令我破費,因為我得付漫遊的費用。因此我厭惡(detest)電話推銷員(telemarketers)。當我收到從電話推銷員(telemarketers)打來的cold calls,我常常憤而收線。一個最新的政府調查顯示,有九成六的受訪者討厭cold calls,八成六希望政府對電話推銷員採取更嚴厲的規限。

  政府表示會就收緊對電話推銷員(telemarketers)的規範進行公眾諮詢。這就表明,即使大部份人已經說他們厭惡(detest)cold calls,政府根本沒有膽量,而只想以公眾諮詢拖延行動。政府擔心,對cold calls 採取更嚴謹的規限,會令數以千計的電話推銷員(telemarketers)失業。這是很幼稚(puerile)的論點。電話推銷員(telemarketers)自然可以找其他工作去做。他們就業的權利不應奪去我私隱的權利。我不想再收到不需要的cold calls的權利,也不應被視為比電話推銷員(telemarketers)的權利更為次要。所有其他已發展的社會,於多年前已就cold calls 通過嚴厲法例。我們的政府應鼓起勇氣,去做相同的事。mickchug@gmail.com
